Matilda Balliu is an adviser to the Minister of Culture of Albania, giving her professional support on coordinating, harmonizing, monitoring, and evaluating the Government’s culture programs and projects, developed and implemented by the Ministry of Culture, as well as supporting the development of projects within the scope of Ministry of Culture. She has a degree in Law and a LLM in International Trade Law, Ms. Balliu uses her experience on by ensuring quality and consistency of legal advice and practice to the Minister of Culture, by focusing on helping the Ministry carry out its policy from a legal perspective, in accordance with the law and good governance, Ms. Balliu has been able to put her professional skills and knowledge earned by International Training Centre of the ILO from Universita Degli Studi di Torino, as well as her long experience as a lawyer, to good use. Over the years, Ms. Balliu has been strengths on providing professional consultancy on legal affairs and has garnered recognition.
Prior to joining the Cabinet Office of Minister of Culture, Ms. Balliu was legal adviser to the CEO, of the Albanian public Oil and Gas Upstream Company (advising the CEO and other senior corporate officers on a variety of issues, on legal decisions and reviews contracts and other legal documents ; providing legal advice and support on a wide range of legal activities of Oil and Gas; s well as drafting and negotiating simple and complex contracts including but not limited to those related to petroleum industry. She has been a litigator for years, worked as a lawyer and senior legal manager, providing legal advice and support on a wide range of legal activities, civil and administrative litigation, drafting and negotiation of complex and international contracts and offering her advice on international business law and legal issues of all areas of the company and ensuring compliance of business operations with relevant laws and regulations.
She is the vice president of an Italian NGO, where she been active in supporting the development of European projects.
Currently she is part of the working group which is in charge to carry out the amendments of the Albanian law in audiovisual.
